Question for Institute of Consumer Protection, Mauritius

I have bought a htc mobile phone in 2november 2016 and the mobile phone has been broken 3times since i purchased it till now!i have request for a new mobile phone but the vendor is refusing so i wanted to know whom should i contact so as to be protected from such exploitation
