Created in 1982 and institutionalised in 1984, the Indian Ocean Commission (IOC) is an intergovernmental organisation regrouping five member States: the Union of Comoros, France/Reunion, Madagascar, Mauritius and Seychelles.
As the only regional organisation in Africa comprised solely of islands, it supports the specificities of its member States on the continental and international stages. Indeed, island States are particularly vulnerable to external shocks, whether they are economic and financial, climatic and ecological, food and energy-related.
